Because of Gerrymandering, and similar tactics, we no longer have LOCAL representation in Congress. To fix this we need a constitutional amendment that stipulates:
1) To ensure local representation, only one Congressional district may exceed the boundary of any Country, Parish or equivalent.
2) To ensure local representation, Representatives and Senators from a given state must have seats in close proximity within the halls of Congress.
3) Congressional elections may not divide candidates in any manner, including but not limited to political affiliation.
4) Victory in a Congressional election must require that the winning candidate receive a majority of all votes cast in that election.
