All of Washington (Executive, Legislative, and Judicial branches of the Federal government) has become largely dysfunctional because too much power is centralized in Washington.
If Constitutional Amendments could be created, not just by Congress and State Legislatures (i.e. politicians), but with a simple majority popular vote in three-quarters of the States, followed by a two-thirds majority popular vote in a national election, then the American people can directly address major issues Washington refuses to, such as Term Limits, Balanced Budget, Election Finance, Electoral College, the Right to Vote, and a Right to Privacy, among others, without input from politicians.
It is, quite literally, about "We the People" being able to form "a more perfect Union".
