At the risk of suggesting that the executive branch be involved in reform of the legislative branch, unfortunately reform of an institution requires outside intervention. The constitution provides, under Article V, a convention to be called for the purpose of proposing constitutional amendments. Any proposed amendment then would have to be ratified by both houses of 38 state legislatures (three-fourths of the states).
