To eliminate the deficit without cutting spending or raising tax rates we must get the unemployed and underemployed into jobs of value. This 1) ends their being a cost to the government, 2) gets them paying taxes and 3) raises consumption so businesses make more profit, which also is taxable. Getting them into jobs means businesses have to sell more to afford to hire. Getting businesses to sell more means they need to know that if they expand production they will not get stuck with inventory. Not getting stuck with inventory happens when people can and will buy. They can and will buy when more have jobs of value. But it all starts with businesses believing they will profit by making more to sell.
