No publicly elected official in the Federal government should receive a pay raise without the majority consent of the American people by ballot measure or referendum. As elected officials and public servants, Congress and other public offices should not be able to reward themselves. Their salaries, raises and in fact their benefits should be decided by those they serve. Payment should reflect performance. This can only be decided by the consensus of the American people, not politicians.
