Support the creation of a legislative "petition" system

I would like to have the support of the Obama administration in creating a mirrored petition system in the federal legislature (congress). With congressional approval ratings in the single digits, some of the lowest in recorded history, something needs to change; from this fact alone it can be seen that congress is obviously not working as-is. This new system would be a small way to help put "we the people" back into the federal government.

The system would work as this one, except instead of getting an official response from the administration the petition would invoke a congressional committee debate and if it passes muster, a potential congressional vote. Any less would be sacrilegious to the idea of citizen participation in government, and fundamentally the idea of democracy.
