Under the current Patient Protection and Affordable Care Act provisions, the Bronze tier requires the actuarial value of the plan be a minimum of 60%.

We request that an HSA tier be created that lowers this requirement if as presumed those auditing these plans will not consider employee contributions in their calculations.

Alternatively, we would simply ask that employee contributions be included in the calculation (as they directly reduce premiums)

HSA's provide an excellent health choice for America. While providing preventative care and catastrophic coverage, it allows for long term savings/growth of funds that otherwise would be thrown away on unused premiums. Those savings will allow retirees to pay for Medicare premiums, long term care, as well as out of pocket medical expenses.
