In the 1990's personal computers gained 3D capabilities. Researchers such as Jaron Lanier of Autodesk predicted that 3D virtual worlds would be the dominant form of interaction. Novelists like Tom Clancy and Neal Stephenson wrote books. However due to the costs of large central server sites this has never come to pass, the few sites like Active Worlds and Second life are far too expensive for general use and require a credit card payment. A few existing games use P2P but all you can do is play that game they made.Technologies similar to the "file sharing" networks could spread the required traffic among the users in the form of a P2P Cloud. This is what P2P could be legally used to accomplish, there could even be totally "free" access to such a new 3D internet within the existing net.
