Years ago, the government allowed a reduced tax rate for the first few years of production of small amounts of wine and beer which led to a thriving micro-brewery and craft beer market. The same development occurred in wine. Today, it only makes sense that the government would allow for a similar proportional excise tax reduction for distilled spirits.
