Americans are willing participants in this democracy choosing to defend it by personally owning and using arms as guaranteed by the 2nd Amendment. States create user certification systems with Federal oversight, free of charge to users who personally own, design or manufacture of arms. The systems provide user safety, competency and teacher certification testing; more rigorous based on the arms killing capabilities. Certified users are licensed and part of a well-organized militia. Fund the plan with national security budget diverting from lowered personnel and armament needs; local militia will be ready and called to service. Persons possessing arms who are not licensed users will be imprisoned for a minimum of two years. Criminals won’t legally possess arms and face prison quickly.
