Many wealthy taxpayers don’t want to pay more in taxes because they don’t support the current mix of government spending. They want a say and expect to be heard. Why not allow them a choice in what their surtax (amount over standard 33% rate) is spent on in their tax forms? Just for example:

_25%_Research and development
_25%__National transportation infrastructure
_5%__Homeland Security
_2%__ Debt service
_1%__ Social programs
_0%__ No preference
Publishing this data in aggregate would be insightful into the wishes of wealthy Americans who aren’t necessarily greedy but rather disenfranchised. Or any American who wants to support their favorite programs with a surtax payment!
