A flat tax rate is the most fair way to collect taxes and not discourage success. Closing all loopholes except charitable donations makes it more fair and encourages people to give to others. Equal percentage rate for all with a cutoff for those in the very lowest incomes (poverty). With such a simp tax code the gvernment could save money by abolishing the IRS.
