Proposed Twenty Eighth Amendment to the Constitution:
"Section I: The Congress shall have the power to pass laws to regulate the sale and ownership of firearms."
"Section II: This power will supercede the right of individual citizens to bear arms as stated the Second Amendment to the U.S. Constitution."
