Entertainment interests in this country are continuously spending millions of dollars on lobbyists to reduce internet freedom under the assumption that it's the governments job to reduce internet piracy. The entertainment industry has every right to pursue copyright infringements of their property, however, it is their responsibility to track this activity, not the governments, and any legislation giving power to the corporations behind the entertainment industry to eavesdrop on individual's internet activity will open the door to more eavesdropping by other interests. There is obviously a problem if the entertainment industry would rather spend their money on lobbying the government to fix this issue for them, rather than come up with creative ways to combat this issue, -ref U.N.
