The primary purpose of a budget is to set discretionary spending limits and address taxes and entitlements. While spending caps were addressed by the Budget Control Act and there is likely to be little movement on taxes, it is still important for Congress to pass a budget. The Senate has not passed a budget since 2009 and this is a grievous oversight and willful neglect of their responsibilities. A budget provides a plan that enables the country to move forward. We ask the White House to support the suspension of pay for members of the Senate should they not perform their duties and pass a budget. Furthermore, the White House should suspend pay for the House and the Senate should they fail to reach a compromise on the budget and debt ceiling during the next round of budget talks.
