It is a complete failure of leadership that the president presents a dead on arrival budget proposal to a congress which ignores a reasonable limit on expenditures as compared to receipts. This petition urges creation of a law or constitutional amendment to force the executive and legislative branches to do their duty with respect to responsible fiscal leadership by halting salaries for the entire executive and legislative branches of government (the only exception being pay for the military) beginning at the start of any fiscal year in which a fiscal year balanced budget for that year has not been passed by the Congress and signed by the President. Limited exceptions (for example, in the case of an active war resolution) for balancing the budget may be applied.
