The administration should call for legislation to create automatic federal jurisdiction whenever a person is killed or dies in police or correctional custody. This will end the practice of police agencies investigating and then clearing themselves and will eliminate the role of state prosecutors that both police and critics often claim are biased due to their relationship with the police department.
