A budget has not been passed since 2009. This is the fault of both parties. The White House should support legislation mandating a budget. If re-election keeps Congress from compromising, let's alieviate that concern. Support legislation that says: if Congress cannot pass a budget in the final year of their term, then they should be barred from re-election. No budget = no incumbents.
