We the people request that the President use his bully pulpit to help enact legislation that would require persons convicted of rape or other violent sexual offenses to wear a tracking device after their release from jail or prison. This would to deter repeat offenses, and catch repeat offenders by giving law enforcement information to quickly arrest the perpetrators.
After the horrible events in Steubenville, Ohio and the more than 200,000 women and girls who are sexually assaulted every year in the US (http://www.rainn.org/statistics), it is time that the White House and Congress enact novel legislation to prevent rape and sexual assault.
