Use the bully pulpit to help enact legislation that would require persons convicted of rape or other violent sexual offenses to were a locating device for a period of years following their release from jail or prison so that law enforcement knows their whereabouts in order to prevent them from committing another crime or at the least aid in their conviction if they do.
