The United States Congress has not passed an annual budget of any sort, let alone a timely one, for many years now. This has caused extreme economic stress that eventually led to the Budget Control Act of 2011 (sequester). This act was put in place by both the White House and Congress and effects all Americans in some form or another. One major effect has been a reduction in pay for the civil service who had nothing to do with the enacting of the sequester. By cutting the pay of Congress and the top 150 paid White House staffers, including the President, by just 10% those who were directly responsible for the economic strain will finally bear the burden they created and save several hundred million dollars each year. This should be but into place if a FY14 budget is not passed by 10/1/13.
