They are susceptible to floods, hurricanes, too concentrated to long term safe strategic considerations.
And when any one goes off line gas goes up enough short term to pay for construction of a new one.
Surely there are enough unemployed in the Northeast to build it, and run it, and use for cheaper heating oil in the winter.
