Support an online program to debate laws and bills

Lets create an avenue for which we can make current and upcoming laws more efficient and effective by helping congress identify and trim down the issues. Such a system would need a way for people to understand the current law or bill and to debate how it should change.
I propose that it have four parts: an abstract, wiki notes, a voteable forum and a reference to the current law or bill. The abstract is a short version of the law that puts it in simple plain English. The wiki notes is a wiki section, maintained by the people, to hold facts to help people understand the law. The voteable forum is a place where people can place their opinions. It should be setup in a way where other people can vote up comments they agree with. Finally the current law in place is there for reference.
