Spain, a long time ally of the United States, is facing the threat of unilateral secession from Catalonia. The foreign policy of the United States should be to respect the territorial integrity of the Spanish state and encourage Catalan nationalists to work through constitutional means to achieve their goals. This would mean that any attempt to have a referendum on self-determination would be done in consultation with the Spanish state. The people of Spain have a modern, democratic and pluralistic state that is capable of revising the fiscal and and legal structures governing the relationship between Catalonia and Spain. The Catalan people have full and equal rights guaranteed under the Spanish Constitution. The United States supports only democratic and legal solutions to the problem.
