To consider four policy proposals that will dramatically increase access to mental health services in the
United States.
As you explore new policy proposals in the aftermath of the Newtown shooting, we urge you to consider four
proposals by the following:
1. Include public education around mental and addiction disorders in the President’s 2014 budget
proposal.
2. Support the Mental Health First Aid Higher Education Act upon its reintroduction in the 113th
Congress.
3. Revised Conditions of Participation (COP) for CMHCs in Medicare.
4. Offer the Administration’s support for the Excellence in Mental Health Act upon its reintroduction in the 113th Congress.
