A petition to remove tribal enrollment and ethnic preferences from Title 50 Part 22 of the Code of Federal Regulations and eagle permit applications; and to require a Certification of Religious Participation signed by a tribal member or spiritual leader to certify that an applicant is an authorized participant of a bona fide Indian religious custom.
We believe that religious freedom should not be based on tribal enrollment or ethnicity and that all citizens deserve equal protection under the Constitution; the U.S. should not prevent Native Americans from allowing non-Natives to participate in their religious practices. Eagles are spiritual objects to many Native Americans, therefore any prohibition on the possession of eagles amounts to an unconstitutional establishment of religion.
