Section 707 of The Telecommunications Act of 1996 was created to fund increased competition in the telecommunications industry, stimulate technology development, promote employment and training, and to support Universal Service and promote delivery of telecommunications to underserved areas.
Whereas
1. The act created a Universal Service Fee that is added to every phone bill
2. There is sufficient competition and private funding of technology development
3. Virtually every area now has access to phone service and broadband internet
4. The USF has grown into a bloated and unneccessary phone entitlement of $2.2Billion per year
5. Americans are financially strained and cannot afford excess taxes,
it is clear that this section of the Telecommunications Act has outlived its usefulness.
