In response to allegations that regulatory burdens make it difficult for people to escape poverty by the historically fruitful route of creating and operating family businesses, we seek the support of the Obama administration in creating thresholds below which potentially burdensome regulations on businesses do not apply. Such burdensome regulations may exist in numerous programs, so that eliminating or lessening their effects requires leadership from the top.
