Support TIOCA contracts.

Marriage license shouldn't be issued to anyone. Instead, ia Two Individuals of Consenting Age Contract or TIOCA Contract for short should be issued. This contract will be used by the government for taxes, legal rights for sharing benefits & other assets/property, and even rights to & responsibility for children. As the name indicates, this contract can only be issued between two people who must be of legal age to enter the contract. Additionally, a person may only be in one of these contracts at a time. This doesn't stop religious marriage but requires people to get a TIOCA Contract in conjunction with their religious marriage document. Instituting this change, will ensure a separation of church and state and will allow people to protect their interests and have equal access to benefits
