Joe Biden has been checked into a rehab facility for his abuse of drugs. Any high level official compromises the reputation and security of the country and every one of its citizens when not in full control of their actions. This has been exhibited numerous times as documented here:

We teach our children that drug use is bad, and they are not given second chances with schools having "Zero Tolerance" policies, yet this abuser keeps his job and his salary, with no consequence for his decision to break the law.
Employers hold taxpayers to the same level of scutiny. The rtaxpayers that fund the government demand that their money not continue to pay for this embarrassment.
Remove him from office.
