suspend all legislative and executive branch pay checks until a budget is passed and balanced.

The legislative and executive branch have failed in their duties to the America people, by not providing a budget and balancing the budget; consequently, the people of this great country have been burdened with "sequestration". If they are incapable of doing their job; then, their pay checks should be suspended. Any money that would have been payed to members of the legislative and executive branch, including the President, should be forwarded to the national debt, and used to buffer the effects of sequestration. Only once their obligations are met should their salaries be reinstated. We would not pay a roofer, for no roof, or a restaurant for no food; therefore, why do we continue to pay a government that is for the people, if they are not doing their job in caring for the people!
