suspend all paychecks to Congress until a budget is passed.

I am petitioning to suspend all pay and allowances for members of Congress as well as members of the Cabinet until a budget can be agreed upon and passed. As I see it, members of Congress / Cabinet are employees of the People of the United States. By not passing a budget for this fiscal year, members of Congress / Cabinet have not fulfilled their duties. In business, if an employee does not fulfill their duties, they are not paid. That is why I am making this petition. Do not make the less than 1% who serve in the military suffer by having their pay and tuition assistance suspended because they cannot complete their duties.
