SSA Title IV-D provides federal funding to local state and county level government agencies for administering child support, child support enforcement and such.
While costing federal government increasingly more cash ($4.2Billion in 2006), it corrupts local courts and law enforcement and supporting agencies to act in self interests, rather than in interest of the children and parents, resulting in more breaking of the families, more incarcerations, and more kids raised by single parent, than would be without this law:
