Suspend Congress pay, bring back miliatry tuition assistance

Congress keeps their pay but cut's their staff down. Making over $170,000/yr, while military members are making $25,000-35,000/yr and just lost a key benefit that persuaded them to sign up for the Armed Forces. This cut of TA will further impact enlistments and overall manning in the Services.
