Suspend the issuance of new work visas whenever the national unemployment rate is above 6%.

There are many legal immigrants in the country with work visas holding jobs that Americans want; jobs that Americans have trained for and are qualified to hold. With vetrans unable to find jobs, persistent high unemployment expected to last for years, 85% of recent college graduates returning to live with their parents after graduation because they can't find jobs in their field, the Obama administration should suspend the issuance of new work visas whenever the national unemployment rate is above 6%.

In additon, aggressive enforcement of current visa rules must be imposed to ensure that existing visa holders leave the country when the terms of their original visa have been met.
