Immediately remove from position and suspend the pay, benefits coverage, and any other publicly-funded employment benefit for any federally-appointed employee that has been appointed to through the congressional or legislative selection process. Personnel in public service are indeed accountable and, barring testimony that would breach classification authority for the congressional committee, their testimony is necessary and relevant and should be exempted from 5th amendment protection. If personnel serving in these positions continue to reap the benefits of public service, any and all actions taken while serving in that position should be open for congressional oversight. That can only occur if they answer questions under oath.
