The United States Government has been spending way too much money in general. The Congress cannot seem to come to a decision on how money should be spent, and neither can the Administration. This country has a massive debt, and until a viable solution that is fair to the American Taxpayer is ratified, the members of Congress and the Administration should not receive pay for a failure to perform their duties.
Payment should be based on performance. If you do not perform, you do not get paid.
The solution is common sense: balance the checkbook. You cannot spend more than what you receive.
