Members of Congress are elected and paid to function as a working body and maintain the fiscal responsibilities of the United States. Failure to enact a balanced budget is a deriliction of those duties to which they are elected. Until members function as a working body for the good of the people of the US they do not deserve to be paid. They will also not be entitled to back pay once the balanced budget amendment is enacted. United States citizens are expected to maintain their finances in good order and can be punished for failure to do so. It is right and appropriate to expect the same from our elected leadership. Anything less is a failure of leadership and responsibility.
