The US Navy Marine Mammal Program conflicts with the Marine Mammal protection Act of 1972,as amended, in the sense that it creates an environment of physical violence and harm for Dolphins,Whales,Sea Lions for the training of and for recovery missions in hostile combat situations. The Navy has previously admitted also that physical abuse of these marine mammals has taken place in the past during training exercises,such as physical abuse,beatings,and starvation. The Navy argument that Marine Mammals are vital to National Security is absurd as there are other technological advancements at its disposal for recovery of mines and other explosives,detection of insurgents,and that the Russian Government,as well as others,suspended their Marine Mammal Programs during the 1990's.
