Sustainable permanent housing for the homeless.

One of the major barriers to people keeping their housing and/or getting housing is the inability to afford utilities. Once a person owes a utility company they cannot get service in their name until the bill is paid in Full from their last address. Also, low income people entitlements are not rising as quickly as energy prices. This system sets them up for failure. By assisting non profits with building or retrofitting current subsidized rental units with solar energy, it will eliminate the cost and barrier to sustainable permanent housing for the homeless.
