The United States government has proven itself incapable of passing legislation unless they control both houses of Congress, the Presidency, and have a majority of seats in the Supreme Court. In a proportional parliamentary system this is not an issue because the executive rises from the majority party. Another reason a proportional parliament is better is because it is more representative of what the people want. For example, if the democrats get 45% of the vote, the republicans get 40% and the green party gets the other 15%, then they would get that percent of the seats. Therefore, it would be more representative of what the American people want.
