systemically analyze and reform federal department budgets to shift funding to department specific user taxes

Created by A.S. on March 13, 2013

Our tax structure should practice Capitalism not Socialism; meaning fund services first through user fees and only when specific excise fees are not practical then apply general tax revenues.
Users of Airport TSA & Customs and all Customs services in general should pay user fees for services as an excise tax, border crossing fee or import/export fee with only minimal support from US taxpayers.
Users of the National Park System and surrounding Resorts should pay user fees and excise taxes on Park visits, Hotels, Rental Cars and Alcohol.
Government Research grants should require royalties back to the US government for any inventions derived from these grants.
The aforementioned philosophy should be systemically applied to all US Federal Departments as a means to reduce the Federal budget.
