The essence of a democracy is that each persons vote should have as equal weight as possible. Allowing partisan manipulation of electoral districts can result in the disenfranchisement of the majority, and should not be tolerated. There are plenty of simple solutions to the problem and one should be implemented before the 2014 elections.
