Enact the drunk Boehner rule. No elected official should be able to work while under the influence of drugs or alcohol. Especially when casting important votes on legislation. Have them blow before they cast a vote. I do not get to go to work drunk, so seeing the drunk speaker of the house introduce the leader of the free world was an embarrassment and should not be repeated.
