We have thousands of dogs and cats being euthanized every day because of irresponsible owners and backyard breeders. Our shelters are flooded with animals that can't or won't ever find a home because of people irresponsibly breeding their pets to make money under the table. This may also help limit illegal dog fighting by making it harder to buy a dog under the table. Please take this serious issue into consideration.
