Let's take animal rights seriously, let the owners be held accountable for abuse, and mistreatment of animals!

Animal owners should be held accountable when leaving dogs/pets outside in severe hot/cold weather conditions.
Owners should be heavily fined (and depending on the condition of the animal(s) possible jail time).
Understand that animals feel just as much as humans, and they know what's happening around them, they feel pain just as we do.
Create the following laws:
1. Owners who have their pet/animal locked in cages in extreme heat or extreme cold, should have the animal confiscated out of their care, should be charged for animal abuse, and fined.
2. Owners who have their pets/animals chained up outside in extreme heat/cold conditions should be charged with animal abuse, fined heavily, and their pet(s) should be taken out of their care.
