Mr. President,

Whereas: 1.The 2012 World Drug Report published by the WHO cites the Department of HHS as a source for an annual cannabis usage in the U.S. figure of 14%.
2.The same report lists a total annual deaths for all illegal drugs in the U.S. as 37,485 (no separate figures for cannabis); while the CDCP lists deaths due to alcohol at 41,682.
3. The text of USC Title 21, Section 811(b) allows adjustment of scheduling by the Attorney General with advice and consent of the Secretary of HHS.
4. There is precedent the U.S. successfully lobbied the U.N. to re-schedule THC to allow for medicinal use in '91.

We the people request: That you direct the AG and SHHS to review scheduling of cannabis, and direct the U.S. ambassador to lobby the U.N. for complete de-scheduling of cannabis.
