In middle schools, high schools, and some elementary schools, there are certain dress codes set which state that a female may not wear shorts that go past fingertips, tank tops, or anything that shows most of your shoulders or thighs.
The reason behind this is so that male students cannot get distracted. But, women should be able to dress however they want and it is not their problem if a male student is distracted by it.
