Apparently, the the fax machine is broken at the Office of the Secretary of Defense, and they do not feel it is a priority to get it fixed, replaced, or made obsolete by accepting email requests for requests under the Freedom of Information Act. See linked article below.
This is an unacceptable dereliction of their duties to be responsive agents of the governed.
Grow up, get a new machine, or enter the 21st century and accept email!
