Why the heck does the Librarian of Congress have either the power or the responsibility for making any kind of law, including one about being able to unlock a phone? Unelected bureaucrats have no business being able to make any thing or action a criminal act. Remove that power from ANY regulatory agency and force Congress to do their jobs instead of delegating it. Congress loves to delegate away their legislative power to bureaucrats. Only elected legislatures should have the power to make something illegal.
